The WH-347 form: where to get it and how to fill it in
Updated Oct 26, 2026. Not affiliated with the U.S. Department of Labor.
Form WH-347 is the Department of Labor's Davis-Bacon and Related Acts Weekly Certified Payroll Form: the weekly report that contractors and subcontractors on federal and federally assisted construction send in for each week of covered work. This page covers the practical side: which version is current, where to get it, whether it can be filled in on a computer, and what has to go with it.
The current version
| Detail | Current form |
|---|---|
| Label printed on the form | Rev. January 2025 |
| OMB control number | 1235-0008 |
| Expiration printed on the form | 01/31/2028 |
| Pages | 2: page 1 is the payroll, page 2 the Statement of Compliance with the apprenticeship and fringe benefit tables |
| Paper size | US Letter, landscape (11 × 8.5 in) |
| Worker rows on page 1 | 8; with more entries, continue on another copy of page 1 |
If you have a copy saved from before 2025, check the top right corner. A form labeled "Revised December 2008" is the old version; its printed expiration date, 09/30/2026, has passed. What changed is in old vs new WH-347.
Where to download it
DOL's WH-347 page at dol.gov/agencies/whd/forms/wh347 links to three things:
- WH-347 (PDF), the form itself. The direct link is dol.gov/sites/dolgov/files/WHD/legacy/files/wh347.pdf. Despite "legacy" in the address, it serves the Rev. January 2025 form.
- WH-347 Form Annotated Guide (PDF), DOL's field-by-field instructions.
- Online Fillable WH-347 Form, a web version that runs in your browser.
Download the form from DOL rather than from a forms site, so you know it is the current revision and unaltered.
Is the WH-347 PDF fillable?
No. We checked the Rev. January 2025 PDF from DOL: two pages and no fillable form fields. Clicking into it in a PDF reader does nothing. That leaves four ways to fill it in:
| Option | Good for | Watch out for |
|---|---|---|
| Print and write by hand | An occasional week, few workers | Columns are narrow; all math is yours |
| Type on the PDF with an editor's text tool | Clean printouts without new software | Text boxes are placed by hand, every week |
| DOL's online fillable form | A free one-off payroll; it does the wage, overtime and deduction math | Nothing is saved between visits, so the crew and rates are typed again each week. See DOL's free online form. |
| Payroll software that prints the WH-347 | Weekly reporting on the same jobs | Check that it prints the Rev. January 2025 layout |
WH-347 Kit is the last kind: it keeps your crew, classifications, rates and fringe plans in your browser and prints both pages of the official form, filled in. See a filled-out WH-347 example to know what the finished form should look like.
The form is optional; the information and the signature are not
DOL's page says: "While use of Form WH-347 itself is optional," covered contractors and subcontractors must still submit weekly payroll information under the regulations and contract clauses (29 CFR 5.5(a)(3)). You can send the same information from your own payroll system in another format.
Whatever format you use, DOL says each certified payroll "must be accompanied by a signed 'Statement of Compliance'," for example page 2 of the WH-347 or another document with identical wording. On signatures, DOL states:
- "Legally valid electronic signatures are acceptable."
- "Photocopies or scanned copies of signatures do not satisfy this requirement."
- The Statement of Compliance "need not be notarized."
What each box on page 2 certifies is in the Statement of Compliance, explained.
Where to send it
Under DOL's instructions, certified payrolls go to the federal agency if it is a party to the contract. Otherwise they go to the applicant, sponsor, owner or other entity that maintains the records, for transmission to the federal agency that provided the assistance. A subcontractor usually submits to the prime contractor, which is responsible for all subcontractors' payrolls; see certified payroll for subcontractors. Some agencies and primes use their own online systems, so ask how they want it delivered.
Filling it in
The form asks for a header (project, contract number, payroll number, wage determination number, week ending date), one row per worker and classification with hours by day, rates, fringe, gross, deductions and net pay, then page 2. The guides that cover each part:
- How to fill out WH-347, column by column
- WH-347 fringe benefits: columns 6B, 6C and the page 2 table
- Overtime on certified payroll
- Finding your wage determination number
- Certified payroll deductions: columns 8 and 9
If you are new to certified payroll altogether, start with what certified payroll is and who has to file it.
Common questions
Is the WH-347 PDF fillable?
No. The official Rev. January 2025 PDF has no form fields. You can print it and write in it, type on it with a PDF editor, use DOL's online fillable version, or use software that prints the official form filled in.
Do I have to use Form WH-347?
No. DOL calls the form optional. The weekly payroll information can be submitted in another format, but every certified payroll must be accompanied by a signed Statement of Compliance, such as page 2 of the WH-347 or a document with identical wording.
Can I sign the WH-347 electronically?
Yes. DOL says legally valid electronic signatures are acceptable. Photocopied or scanned signatures do not meet the requirement, and the statement does not need to be notarized.
